Presently, for goods to be deposited into a warehouse and its removal there from, a onetime lock (OLT) was affixed for transportation of goods from customs station to warehouse or removal there from, as per the warehouse (custody & handling goods) regulations, 2016. Moreover, such OLT would also be applicable in cases where the warehoused goods are removed from one warehouse to another or a warehouse to customs station for export.
However, with effect from 1st August, 2018 circular no. 19/2018-cus dated 18th June, 2018 has provided that the RFID seals as introduced earlier in 2017 with respect to self-sealing of export containerized cargo will now also be made applicable for cargo for deposit in a warehouse. Moreover, wherein such goods are removed through a variety of vehicles, different types of RFID OLTs seals shall be used.
In furtherance to the above such seals will be purchased from those vendors as per the list prescribed in CBIC website. The specifications, data elements and procedure to be used under the regulations for warehousing has been given in the aforesaid circular.
